Dear FPM Colleagues,

As we approach the end of the 2021 calendar year, I want to wish you all a happy holiday season and take a moment to reflect on the past year. Although we have returned to some activities that we enjoyed pre-pandemic, like picnics and events on campus, many have still experienced challenges during the past year. In spite of another unique year, the Facilities, Planning and Management team remained dedicated, collaborative, and innovative as we accomplished goals, completed projects, and maintained 51’s facilities. I am so grateful and proud to be part of the FPM team with all of you.

Below, the FPM Director’s share some examples to demonstrate the magnitude of FPM’s accomplishments. Please understand that this list is by no means comprehensive but represents some of the many examples of the projects and activities FPM staff have completed in 2021.

Campus Planning

  • Completed Construction: Sandburg North Tower; Mitchell B95 Active Learning Classroom; Chapman Hall Regent’s Room; NWQ – SOIS, Student Health Center, and Nursing Simulation Center; Hefter Conference Center updates
  • Construction Initiated: Student Union Renovation; Klotsche Annex; Enderis, SARUP and Golda Meir Library Façade Repairs; (new) Chemistry Building; Mitchell exterior repairs and window replacement; Enderis 103 and 107 lecture hall renovations; Library Archives Renovation; Renovation of EMS 9-10
  • Completion of planning studies: Northwest Quad, Southwest Quad, SWQ Engineering & Neuroscience building pre-design
  • Design underway: Dock Wall Pre-design, Norris Design Development
  • Submittal of the 23-25 capital budget request to UW System
  • Delivery of successful government relations/legislative tours
  • Advancement of theSpace Optimization Project
  • Placement of new Campus Planning Director

Facility Services

  • FS remained onsite performing daily operations and aiding and adapting to the campus’ changing needs under the pandemic.
  • Return to Campus meant putting classrooms and other areas back to normal physical spacing, protecting students and staff through signage, Environmental Services (ES) cleaning and disinfecting (ongoing and in response to COVID-19 cases), ensuring electrical and plumbing systems safely maintained during low occupancy and after reopening, that mechanical and other systems operate within design parameters, and maintaining the grounds to ensure all could traverse safely and outside spaces are enjoyable for students, staff and faculty.
  • Our Architect / Engineering (A/E) area & Facility Services (FS) staff are managing approximately 50 small projects totaling about $60 million in funding and include Central Heating & Cooling Plant controls upgrades & stack replacement, mechanical, boiler & chiller repairs/upgrades, and ($800,000) lighting upgrades contributing greatly to increased reliability, efficiency, cost effectiveness, and productive, comfortable spaces.
  • Our Mailroom put in place a new postage and processing contract with Quadient, saving about 27% in processing costs and developed new process for receipt and proof of delivery.
  • Logistics and escalating supplies costs are growing concerns. Stores, FS Shops and Environmental Services continue to seek out new, affordable sourcing, and put Purchase Orders in place in efforts to service our customers and keep costs down.
  • Software needs have been identified, a proposal in place, and upgrade of TMA (CMMS) software planned for Summer 2022.
  • DoorAccess Control systems software & hardware upgrades are a need, a revised proposal and pricing are in hand, planning is done, a new RFB is in the works, and a schedule proposed.
  • The WOC has enhanced the look and updated and improved the content of the FS website adding a special training and development section for FPM and FPM Engagement Team site. FS staff remain deeply involved and contribute to the Engagement Team and other special projects.
  • Inventory Control improvements to accuracy and efficiency include a new process with Ferguson for plumbing stock and inventory parts, Stores staff revamping ES monthly product ordering system to accommodate ShopUW+.
  • Successful recruitment for some open positions and on-going recruitment of other key operations staff. The addition of Shops Supervisors, Leads, and a new Central Heating and Cooling Plant Superintendent is aiding oversight, operations, and efficiencies through review and tuning policies, procedures and planning and use of tools such as TMA and electronic scheduling software.

Facility Services at Waukesha and Washington County

  • Security cameras installed at both locations
  • Major space renovations at both campuses including new:
    • Student Union, fitness center, Continuing Education suite, and nursing lab at Waukesha
    • Diversity Center and Continuing Education spaces at Washington County.
  • Painting and general improvements campus wide at both locations

Sustainability

  • Completion of the final planning stage in the Climate Action- Carbon & Resilience Plan. The draft plan is complete and under leadership and governance review.
  • In collaboration with Facility Services, 51 completed its first “retro commissioning” project at Lapham Hall. This type of efficiency work typically falls between maintenance and capital projects. The result was a deep dive on the building system to improve not only efficiency but operations and comfort as well. There was also an estimated $118,000 annual energy savings from the project.
  • Budget savings realized through right-sized waste and recycling hauling during the pandemic were invested to improve outdoor on-campus collection. The southeast quadrant of campus was outfitted with new Landfill/Recycling containers, doing away with the mishmash of sizes and styles on campus and reducing the number of containers for collection, streamlining labor and saving time.
  • Led effort to bring many UW institutions together to commit to interest in collaborating on a Virtual Power Purchase Agreement. Through these system wide discussions there is now an opportunity to present Sustainability initiatives to the Board of Regents in 2022.

Transportation Services

  • Added two more mobile payment vendors, including pay by text, eliminating the need for infrequest/one-time visitors to add an app to their mobile device by allowing the scan of a QR code to pay for parking.
  • Developed automated processes to help collect and validate data, such as a new SharePoint-based workflow for departments to request special visitor parking permits.
  • Added a Parking Customer Service Chat – We can answer questions quicker remotely thru Teams.
  • Brought back the MCTS bus pass for 51 employees with parking paying 54% of the cost.
  • Our Front Office assisted approx. 92,000 customers with questions (In-person, by phone, email, and chat). We transported roughly 50,000 students at night thru the BOSS vehicles.

University Safety and Assurances

  • A new Veterinarian, Biosafety Officer, and Occupational Safety and Training Manager joined our department, and the rest of the department stepped up to provide coverage while positions were vacant
  • Risk Management managed 14 property claims of which 5 required significant mitigation efforts, including a four-building flood event and a car fire in a parking garage
  • Submitted proposal for safety grant from Bureau of Risk Management
  • Developed Canvas courses for Radiation Safety and Animal Care
  • Rolled out new, streamlined IRB submission form and review process
  • COVID-19 activities continued, including daily employee case management and fit-testing of a large group of key staff. US&A staff led or participated on EOC teams to achieve Special Requests reviews, Building Safety Plans updated by Building Preparedness and Operations Team, and fulfilling PPE and Supply requests for 51. Office employees returned to campus for operations that were previously fully remote.

As you can see, we have much to be proud of in FPM. This long list of accomplishments would not be possible without the dedicated team of professionals in FPM, so thanks to each of you for your contributions. I wish all of you a happy and healthy end of 2021 as we look forward to a promising year in 2022!

Dear FPM Colleagues,

As mentioned in the Chancellor’s email last night and in the news yesterday, the Vice President of the United States, Kamala Harris, visited 51’s USRB facility yesterday.

I want to send a note of gratitude for everyone’s support of this visit. Your teamwork and dedication amazed me again. We received many positive comments about the incredible work and how fast everyone made things happen. Huge appreciation and special recognition to the following staff that invested extra time and their talents to make this event possible in a few short days.

  • Jay Gilboy – Facility Lead; He organized and directed the facility needs of the event, getting the right people at the right place at the right time. It is impossible to list everything he did to make this event successful.
  • Eric Kozak, Mike Tuck, Steve Wilke, Bryant Ellis – They worked all weekend and long days Monday and Tuesday to move pallets, equipment, supplies out of the way and now they will need to put everything back. They also supported a number of other requests before and during the event.
  • Charlie Bootz – Making many sets of keys on short notice.
  • Karen Nelson, Lauren Groh, Dawn Aguilera – They supported communications, work orders, keys, finding needed items on short notice, and keeping everyone calm.
  • Guilio Leonardelli, Bill Ludwig, Chris Peret, Steve Verish – They were on site all day Monday and Tuesday to address last minute specialty needs. You name it, they quickly addressed the issue.
  • Darren Crawford, Julia Hernandez, Charisma Perry, Stefvon Wilson, Joe Ashley, Cedric Humphrey – They made the facility shine and moved significant amounts of trash and cardboard.
  • Randy Kenney, Prasanna Nanda, Glenn Morgan, Alex Spakman, Adonis Torrence, Josh Fleming, Ben Ruedinger – Facilitated the parking and transportation needs to move all work vehicles out of the USRB lot.
  • Faith Sobszak – Driving people from USRB to campus to pick up trucks
  • Ethan Pape – Helped take the many phone calls and walk-in questions
  • Warren Krutzik, Tim Beyersdorf, Lizbeth Cruz, Josh Stratton, Chris Waddell – Adjusted mail operations for a day to clear the building for the event
  • Andrew Avery-Johnson – On his last day, moved and cleared 2nd floor areas

Based on the list above, this was a huge team effort and I hope I captured everyone. If I may have missed anyone, please reply all to recognize the work. For those not directly involved, I appreciate how flexible you were to adjust your work day, as many staff and vehicles were displaced from USRB on short notice.

I don’t think many of us would have imagined USRB to be selected for a visit from the Vice President of the United States. Can you believe 252 and the welding shop were transformed to this:

Hello FPM Staff,

Thank you to everyone that attended the FPM event on Tuesday. The last year and a half has been challenging and you have each stepped up and continued to successfully support 51, so it was nice to gather with food, games, and great colleagues. Special thank you to the FPM Engagement Team (Dawn Aguilera, Lauren Groh, Mike Priem, Glenn Morgan, Brian Harness, Robert Wahl, Leah Stoiber, Jennifer Herriges) for organizing and executing the event.

This fall I plan to hold some open Q&A sessions for FPM staff. This will be an opportunity for FPM staff to ask questions, share thoughts about what is going well in FPM and discuss any concerns or topics you may have. Dates, times, and locations will be shared in upcoming communications. I am also available to attend department specific meetings as that may be more convenient for some of our team members.

Good Morning!

Just wanted to send a note of appreciation for the exceptional work happening in Facility Services over the last few months.

 

The Grounds team plows parking lots and sidewalks while the Environmental Services staff clears snow from the building entrances, including steps and ramps. The snow has been relentless this year and the Grounds and Environmental Services staff have worked weekends, early mornings, late nights, sometimes both in the same day, and battled extremely cold temperatures to ensure snow is cleared and we can safely navigate sidewalks and parking lots.

 

The Heat Plant operations are 24 hours a day, 7 days a week. They work extremely hard every day of the year to ensure campus is properly heated and cooled. This year the Heat Plant staff have continued to provide heat to campus during our sub-zero weather. When required to change from natural gas to oil (and back again), several staff worked overtime to ensure the transition would go well and there would be no impacts to heating on campus.

Finally, there has been a great team effort to look for and quickly address any problems associated with frozen pipes that can occur with the extreme cold. This has included walk throughs of buildings (including weekends), early communication of any possible leaks, and rapid response to correct problems. An unnoticed leak can lead to very expensive repairs, so this team effort has resulted in catching problems early with lower cost solutions.

Good Morning FPM Team,
I understand there are many questions/concerns about the COVID-19 testing requirements. The purpose of the testing is to keep people safe by reducing the spread of COVID-19. Many details can be found in the email from HR below. I will try to summarize the main points.
    • This testing requirement ensures routine testing of faculty, staff and students that are on-site at least one time per week.
    • Because some people that have COVID-19 are not experiencing symptoms, routine testing will enable notification to those individuals. Then a separation (quarantine) period is required for those individuals during the time they could spread COVID-19.
    • Testing is available at 3 51 locations
    • Alternatively, you may also be tested at community sites, through your healthcare provider or with a self-administered test

      • If you test off site, you must complete an exception form each time..
    • If you have tested positive for COVID-19 in the last 90 days, you may request a testing exemption using the same.
    • Please discuss questions and concerns with your department supervisor and/or Director.

Dear FPM Colleagues,

As we approach the end of 2020, I want to wish each of you a happy holiday season and send my gratitude and appreciation for all of you and our Facility, Planning and Management (FPM) accomplishments during a unique and challenging year. I am proud of FPM’s collaboration, innovation, and dedication as 51 quickly moved to remote instruction in the spring and then successfully welcomed students and staff back this fall.Even more impressive are the non-COVID related accomplishments that you were able to achieve in 2020. A few examples, provided from the FPM Directors, are listed below. Please know this is not all inclusive but includes some of the many examples of the many projects and activities that FPM staff have completed.
  • Campus Planning
    • Launching the Space Optimization project
    • Approval by BOR of all capital projects submitted in the requested 21-23 capital budget
    • Completion of South Tower renovations and start of construction in North Tower in Sandburg Hall
    • Authorization to construct several capital projects including Chemistry, EMS 9th and 10th floor renovations, Student Union and a Holton Hall classroom project.Release of capital funds from the Building Commission to do planning of SWQ and the new engineering building.
    • Completion of the Connected Systems Institute (“CSI”) gift-funded project in the library
  • Facility Services
    • Increased utilization of electronic systems for preventative maintenance management
    • Mechanical shop identified and created approximately 230 PM’s to drain and winterize chilled water coils. Will help inmaintenance and reduce the chances of freezing/water loss events.
    • Our Architecture/Engineering (A/E) and FS staff continue to work diligently to document and advance deferred maintenance and state-funded projects.With 30-50 smaller projects or more identified, UW-Milwaukee has many projects underway, funded and/or prioritized including Central Heat Plant controls upgrades ($2.1M), Kenilworth Chiller upgrade (1.6M), multiple building lighting upgrades ($2.9M)m URSB roof ($2.3M).
    • In response to escalating supplies costs, Environmental Services (ES ) bid out paper products and anticipates a 30-40% savings in costs over the previous Georgia Pacific products, without sacrificing quality for our customers.Stores staff work hard to negotiate a favorable return of unused stack to save even more.
  • Waukesha and Washington County
    • Theatre railings for both campuses
    • Launching security camera projects for both campuses
    • Painting and general improvements campus wide at both locations
    • Waukesha campus Commons bathroom renovation completed
    • Waukesha Nursing program and exercise area (daycare) renovations started
    • Washington County landscaping project
  • Sustainability
    • The Resiliency Assessment milestone was completed for the Carbon & Resiliency Planning effort. All vulnerabilities and strengths of 51’s infrastructure, environment, and community assets were assessed based on climate hazards of SE Wisconsin.
    • The new, internalized recycling hauling was launched in early 2020. This new operation saves 51 $130,000 annually, by avoiding contamination fees from Waste Management.
    • Office of Sustainability staff at 51 successfully worked with DOA staff to provide recommendations to the Governor’s Task Force on Climate Change. Many were included and the task force’s complete report can be found.
    • A newannual reportwas launched by the Office of Sustainability, built and delivered as a full team effort.
  • Transportation Services
    • Adisplays live parking availability in the gated garages across campus.
    • The rates on our websiteupdate each day with applicable proration on permits without requiring users to login as previously.
    • An updated version of theshows available spaces for garages and prorated prices for all facilities across campus.
    • U-PASS management is now integrated with our website throughActivationandError Reportingforms as well as their. This allows students to get assistance outside of office hours.
    • Power BI Reports track departmental performance, including parking revenue and facility occupancy as well as usage rates for BOSS, Prowl Line, and U-PASS programs.
  • University Safety and Assurances

    • Transition of Animal Care protocols to IManager for electronic protocol management.
    • Development and implementation of Canvas courses for Biosafety and IRB Basics.
    • Successful Laboratory Safety Audit that also identified a couple 51 practices as best practices for other UWs. Also, closure/completion of the Hazardous and Universal Waste Audit. Both audits were conducted by UWSA Office of Internal Audit.
    • Organizational transitions in the department, including adapting to and performing onsite operations and telework in thecurrent working environment that 51 must operate to serve US&A stakeholders.
  • FPM COVID-19 Contributions
    • Participation on multiple COVID-19 related committees and working groups at the institutional and system-level.
    • Assistance with Residential Student moveouts, cleaning, packing, moving, storage and return or disposal of residential student belongings.In addition, many items were donated.
    • Sustainability/Surplus staff, along with CTS,fast-tracked computers sales (over 100 in 3 days) to students at the onset of the pandemic.
    • Environmental Services updated cleaning and disinfection procedures to adapt to COVID-19 requirements. Including rapid responses based on COVID-19 cases.
    • Mail Services and Stores staff creatively and quickly updated processes tosuccessfully meet critical campus needs at the start of the pandemic and throughout the uncertain times to order, warehouse and deliver packages, PPE and other needed supplies.
    • FS staff responded quickly to campus safety and sanitation concerns and needs to ready the campus for the return of staff and students and fall classes:
      • 350 Sanitizer stations designed and manufactured by Carpenter shop and Paint shopwith support from Surplus staff
      • 260 4’x8′ sheets of plexiglass made into custom and prefabricated shields located throughout all of campus and off campus buildings
      • Researched and responded to building safety, ventilation and efficiency concerns related to COVID-19
    • Staff at Waukesha and Washington County campuses prepared facilities and adjusted work practices and room capacities for social distancing guidelines, prepared and posted all signage, and maintained facilities/spaces.
    • Within a short time period, implemented BINAX testing at branch campuses, setting up areas, ordering and putting up all signage.
    • Transportation Services implemented contactless payment options for surface lots and parking garages, reduced parking rates, added new disinfection procedures and installedPlexiglass behind the driver’s seat of all BOSS vehicles to help prevent spread of COVID.
    • Development of safety guidelines and training for researchers, staff and students.
    • Reviewing safety plans for researchers, departments and buildings and tracking/tracing COIVD-19 cases on campus.
    • Campus Planning staff determined elevator/classroom/meeting room capacities and layouts under social-distancing guidelines and createdrelated signage.
    • Maintaining facilities throughout the pandemic, dealing with staffing shortages, quarantines, abrupt shifts in operations, etc.
I realize this is a long email, but as you can see, we have much to be proud of in FPM. These accomplishments are the results of excellent, dedicated staff and I am grateful to be part of the FPM team with you.I wish you each a happy and healthy end of 2020 as we look forward to a promising 2021.

Hi FPM Staff,

As the seasons change and the time of Thanksgiving approaches, I want to take the opportunity to thank my Facilities, Planning and Management colleagues for your on-going dedication and commitmentto FPM and 51. In spite of these challenging times, you continue to do excellent work, and I am grateful to be part of the FPM team with you.

As the number of COVID-19 cases in Wisconsin remain high, I want to remind each of you to continue following COVID-19 safety practices:
  1. Stay home and notify your supervisor if you are experiencing any symptoms of COVID-19, test positive for COVID-19 or are a close contact with someone else that tested positive for COVID-19. Details can be found here:/coronavirus/employee-covid-19-self-reporting/
  2. Please know that if you are identified as a close contact of someone at 51 that tested positive for COVID-19, you will be notified. Questions about a specific situation can be directed to covid19-safety@uwm.edu.
  3. COVID-19 testing for students, staff and community members is now available on site. The first hour of each day is for 51 employees and students, so I encourage those without symptoms to schedule testing during that hour. Dates, times, and details about scheduling an appointment can be found here:/coronavirus/rapid-results-testing/
  4. Maintain social distancing, wear face coverings, wash hands frequently and disinfect shared spaces and equipment.

Although Thanksgiving may be different for everyone this year, I hope you each have the opportunity to do something you enjoy.

Greetings FPM Staff,

There have been many emails and town halls covering a number of topics related to fall 2020 planning. This email is to clarify a few recent announcements and changes that impact FPM staff.

COVID-19 Training and Attestation (Acknowledgement).All FPM employees are required to complete updated COVID-19 training package. This training takes approximately 20-25 minutes and covers many topics related to understanding COVID-19 and practices intended to reduce the spread of COVID-19 at 51. Please complete this training as soon as possible by
ParkingReminder:Regular enforcement of all parking regulations have resumed on campus as ofJuly 13th.When returning to campus, please remember to follow all posted parking regulations. Transportation Services now offers new rates and options to employees to accommodate occasional campus visits, including:
  • Month-to-Month Hunting Permit for $33.00 per month
  • Daily permits via reservation
  • Debit card based parking for $6/transaction
    • You can now use your Staff ID as a debit card to pay for parking in the gated garages (Lubar, Pavilion, NWQ and Union) for $6 per transaction. You will need to visit the Transportation Services Part-Time Permits website (uwm.edu/transportation/part-time-permits) in advance of your visit to load funds onto your account.

In the next few weeks, watch for special emails from the FPM Engagement Team with key topics about working during the COVID-19 pandemic in 100 words or less.Your questions are always welcome, and the FPM Engagement Team is looking for new ways to communicate with FPM staff. Hi All!

It is great to see the fountain in operation again as we get closer to more campus operations opening and students returning to campus. Thanks to Facility Services staff for bringing the fountain back to operation and for planting and maintaining the beautiful flowers! You got this running just in time for campus tours that have also returned this week.

Just a reminder that beginning Monday, July 13 payment for on campus parking will return. Rates for summer and fall will be discounted. In addition, options for daily parking will be available. Please see the Transportation Services website for specific information and procedures for purchasing permits: /transportation/enforcement-resumes-monday-july-13th/

If you are working on-site, please remember to self-monitor for COVID-19 symptoms before coming to work. If you experience symptoms, receive a COVID-19 diagnosis, or have been in close contact with a person that is COVID-19 positive, please notify your supervisor that you are not able to come to campus. Additional information about on-site work practices, symptom monitoring  and employee/supervisor COVID-19 procedures can be found in the On-site Employee Work Practices guidance.

Since the On-site Employee Work Practices guidance was initially written in April, please watch for revisions to be issued soon, including updated symptoms and the required use of face coverings.  Supervisors can also direct COVID-19 safety questions to University Safety and Assurances at COVID19-Safety@uwm.edu.

Thank you to all FPM staff for your ongoing dedication and great work during these unique circumstances. I continue to be impressed by your ideas, responsiveness, willingness to creatively address new challenges, and your teamwork. There will be more challenges and unexpected situations as we enter into a very different fall semester, and I am confident FPM staff will continue to deliver excellent service, support and solutions.
