At the core of PHL is the public health economy\, a complex interplay of economic\, political\, and social forces that shape the health and well-being of communities that highlights the ongoing competition for resources and power\, where morality and self-interest often collide\, perpetuating health inequities. Evaluators have a critical role in assessing and transforming public health within this dynamic context.
