{"id":1203,"date":"2026-01-16T16:13:40","date_gmt":"2026-01-16T22:13:40","guid":{"rendered":"https:\/\/uwm.edu\/policy\/?post_type=library&#038;p=1203"},"modified":"2026-03-18T14:09:54","modified_gmt":"2026-03-18T19:09:54","slug":"export-controls-in-research","status":"publish","type":"library","link":"https:\/\/uwm.edu\/policy\/library\/export-controls-in-research\/","title":{"rendered":"Export Controls in Research"},"content":{"rendered":"\n<div class=\"uwm-l-row uwm-l-row--4\">\n<div class=\"uwm-l-col uwm-l-col--3\">\n<h2 class=\"wp-block-heading\" id=\"h-authority\">Authority<\/h2>\n<\/div>\n\n\n\n<div class=\"uwm-l-col\">\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.pmddtc.state.gov\/ddtc_public?id=ddtc_kb_article_page&amp;sys_id=24d528fddbfc930044f9ff621f961987\">International Traffic in Arms Regulations (ITAR, 22 CFR 120-130) Department of State<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.ecfr.gov\/current\/title-15\/subtitle-B\/chapter-VII\/subchapter-C\">Export Administration Regulations (EAR, 15 CFR 730-774) Department of Commerce<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.ecfr.gov\/current\/title-31\/subtitle-B\/chapter-V\">Foreign Asset Control Regulations (FACR) Office of Foreign Asset Controls (OFAC)\/Department of Treasury<\/a><\/li>\n<\/ul>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"uwm-l-row uwm-l-row--4\">\n<div class=\"uwm-l-col uwm-l-col--3\">\n<h2 class=\"wp-block-heading\" id=\"h-purpose\">Purpose<\/h2>\n<\/div>\n\n\n\n<div class=\"uwm-l-col\">\n<p>In the interest of national security, the U.S. government has enacted numerous laws and regulations which operate to restrict the use of, and access to controlled information, goods, and technology by persons and entities outside the U.S. and certain foreign persons inside the U.S. These laws and regulations are collectively referred to as \u201cexport control regulations.\u201d&nbsp;<\/p>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"uwm-l-row uwm-l-row--4\">\n<div class=\"uwm-l-col uwm-l-col--3\">\n<h2 class=\"wp-block-heading\" id=\"h-policy\">Policy<\/h2>\n<\/div>\n\n\n\n<div class=\"uwm-l-col\">\n<p>Openness in research and free dissemination of research results are core values at 51ÁÔÆæ, as institutionalized in its Openness in Research Policy. As an Institution of Higher Education advancing fundamental research, most 51ÁÔÆæ research is excluded from export control regulations.&nbsp; However, where export controls are applicable to 51ÁÔÆæ\u2019s research activities, 51ÁÔÆæ is committed to fully complying with all applicable export control regulations.&nbsp;<\/p>\n\n\n\n<p>51ÁÔÆæ employees and students, and other persons involved in research on campus are obligated to comply with all applicable export control regulations and to work cooperatively with those responsible for 51ÁÔÆæ\u2019s export control compliance.&nbsp;<\/p>\n\n\n\n<p>Violation of export control regulations can lead to severe criminal and\/or civil sanctions for the individual who violates the law and\/or 51ÁÔÆæ.&nbsp;<\/p>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"uwm-l-row uwm-l-row--4\">\n<div class=\"uwm-l-col uwm-l-col--3\">\n<h2 class=\"wp-block-heading\" id=\"h-procedures\">Procedures<\/h2>\n<\/div>\n\n\n\n<div class=\"uwm-l-col\">\n<p>In order to conduct export-controlled research, the principal investigator must be granted an exception to 51ÁÔÆæ\u2019s Openness in Research Policy (see <a href=\"https:\/\/uwm.edu\/policy\/library\/openness-in-research\/\">SAAP 14-01<\/a>) and complete the Export Control Screening Form (<a href=\"https:\/\/panthers.sharepoint.com\/sites\/OOR-DL\/Research%20Integrity%20%20Compliance\/Forms\/AllItems.aspx?id=%2Fsites%2FOOR%2DDL%2FResearch%20Integrity%20%20Compliance%2FExportControlScreeningForm%2DAug2022%2Epdf&amp;parent=%2Fsites%2FOOR%2DDL%2FResearch%20Integrity%20%20Compliance\">Attachment A (PDF)<\/a>).\u00a0<\/p>\n<\/div>\n<\/div>\n\n\n\n<hr class=\"has-alpha-channel-opacity\"\/>\n\n\n\n<div class=\"uwm-l-row uwm-l-row--4\">\n<div class=\"uwm-l-col uwm-l-col--3\">\n<h2 class=\"wp-block-heading\" id=\"h-resources\">Resources<\/h2>\n<\/div>\n\n\n\n<div class=\"uwm-l-col\">\n<p>Additional background and information about supporting processes can be found in the <a href=\"https:\/\/uwm.edu\/officeofresearch\/research-integrity\/compliance\/export-control\/\">Guidelines for Export Controls in Research<\/a>.&nbsp;<\/p>\n<\/div>\n<\/div>\n","protected":false},"author":1287,"parent":0,"menu_order":0,"template":"","meta":{"_acf_changed":false,"footnotes":"","uwm_wg_additional_authors":[]},"categories":[37,49],"topic":[30],"class_list":["post-1203","library","type-library","status-publish","hentry","category-administrative-policies-procedures","category-selected-academic-and-administrative-policies","topic-research"],"yoast_head":"<!-- This site is optimized with the Yoast SEO Premium plugin v27.3 (Yoast SEO v27.3) -
