But when built in the 1920s during the tenure of Socialist Party Mayor <a href=\"https:\/\/emke.uwm.edu\/entry\/daniel-webster-hoan\/\">Daniel Hoan<\/a>, the vast public works project was viewed as more than just a way to add open space and transit options.<\/p>\n<figure id=\"attachment_84266\" aria-describedby=\"caption-attachment-84266\" style=\"width: 250px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-84266\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2020\/07\/aimes250x300-20200130_TCF_IMC_8929.jpg\" alt=\"\" width=\"250\" height=\"300\" \/><figcaption id=\"caption-attachment-84266\" class=\"wp-caption-text\">Aims McGuinness<\/figcaption><\/figure>\n<p>\u201cAnother goal was to reduce unemployment by enabling people to support themselves through work rather than relief or private charity. Reducing unemployment also increased wages, which was related socialists\u2019 support for organized labor,\u201d said <a href=\"https:\/\/uwm.edu\/history\/people\/mcguinness-aims\/\">Aims McGuinness<\/a>, an associate professor of history.<\/p>\n<p>\u201cSocialists saw that by providing public employment, they could increase demand for labor in the market overall, and that would benefit all workers,\u201d McGuinness said.<\/p>\n<h3>Three Socialist mayors<\/h3>\n<p>Hoan was the second of three Socialist mayors in Milwaukee, which hasn\u2019t had a Socialist mayor since Frank Zeidler left office in 1960.<\/p>\n<p>\u201cOur lakefront is accessible to everybody,\u201d said <a href=\"https:\/\/uwm.edu\/political-science\/people\/rast-joel\/\">Joel Rast<\/a>, an associate professor of political science and director of urban studies in the College of Letters &amp; Science.<\/p>\n<p>\u201cA lot of people don\u2019t know that \u2013 they think that sort of just happened by accident,\u201d Rast said. \u201cBut that was public policy that was driving that, and it was the Socialist presence that played a big role in that in Milwaukee.\u201d<\/p>\n<p>A desire to provide access to parks and recreation areas wasn\u2019t limited to the lakefront.<\/p>\n<h3>Whitnall lays groundwork<\/h3>\n<p>Milwaukee\u2019s park system grew under the influence of Charles Whitnall, who was elected city treasurer as part of a Socialist sweep in municipal elections in 1910, <a href=\"https:\/\/emke.uwm.edu\/entry\/charles-whitnall\/\">according to the Encyclopedia of Milwaukee<\/a>. Whitnall also served on the county park commission and the city\u2019s public land commission.<\/p>\n<p>In 1923, <a href=\"https:\/\/emke.uwm.edu\/entry\/parks\/\">Whitnall released plans for a countywide system<\/a> of parks and parkways that would lay the groundwork for the current <a href=\"https:\/\/county.milwaukee.gov\/EN\/Parks\">Milwaukee County Parks system<\/a>. Parks were located along the county\u2019s periphery near rivers, rolling hills or woodlands to offer a remedy to the downside of urban life.<\/p>\n<p>Many of those same parks remain today, accessible by two-lane parkways and serving mainly suburban neighborhoods. The <a href=\"https:\/\/www.tpl.org\/city\/milwaukee-wisconsin\">Trust for Public Land ranked Milwaukee<\/a> 28<sup>th<\/sup> among the country\u2019s 100 largest cities in 2019 for park access and quality.<\/p>\n<p>\u201cMilwaukee is famous for its parks,\u201d McGuinness said. \u201cThat was part of a very deliberative effort by Socialists, who really believed that everybody in the city of Milwaukee, including poor people and working class people, should have access for recreation and opportunities for health.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Drive down Lincoln
