In many Milwaukee neighborhoods, families spend 10%-15% of their household income on energy \u2013 about double the 6% national average for low-income households, according to the Department of Energy. In areas with aging homes, especially during periods of extreme temperatures, those disparities grow even sharper.<\/span>\u00a0<\/span><\/p>\n

Rising utility costs and complex rebate structures create barriers even when financial help exists.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cEmergency energy assistance can help some families during crises, but it doesn\u2019t fix the underlying issues that cause high bills,\u201d said Mia Rudolph\u2011Schulta, City of Milwaukee environmental sustainability program coordinator. \u201cEnergy-efficiency improvements provide lasting relief and healthier living conditions.\u201d <\/span>\u00a0<\/span><\/p>\n

Recognizing this, residents and leaders from the Sherman Park Community Association and the City of Milwaukee\u2019s Environmental Collaboration Office (ECO) came together in July 2024 to launch the Healthy Homes & ECO Neighborhoods Project.\u00a0<\/span>\u00a0<\/span><\/p>\n

The initiative aimed to help homeowners in Milwaukee\u2019s historically disinvested neighborhoods lower utility bills, improve home\u00a0health and\u00a0safety,\u00a0and increase climate resilience through home improvements and energy\u2011efficiency upgrades. Before the\u00a0federal funding was unexpectedly\u00a0terminated, the project provided 14 home energy and health assessments and helped several homeowners complete cost-saving energy efficiency upgrades.<\/span>\u00a0<\/span><\/p>\n

University partnerships reignite the work<\/span><\/b>\u00a0<\/span>\u00a0<\/span><\/h2>\n

Wanting to further the work, project partners linked up with researchers from the University of Wisconsin-Milwaukee and the Medical College of Wisconsin to revive the program. In September 2025, they received support from the\u00a0<\/span>President\u2019s<\/span>\u00a0<\/span>and Chancellor\u2019s Challenge<\/span><\/a>, a collaboration among 51ÁÔÆæ, the Medical College\u00a0of Wisconsin\u00a0and Marquette University to\u00a0identify\u00a0and support projects that find solutions to local issues through 18\u2011month collaborations between community partners and university researchers.<\/span>\u00a0<\/span><\/p>\n

The team secured an $89,000 award from the President\u2019s and Chancellor\u2019s Challenge to support home energy\u00a0and healthy home\u00a0assessments\u00a0for\u00a017\u00a0homes and\u00a0fund a resilience\u00a0ambassador\u00a0and intern\u00a0who will guide homeowners throughout the process.\u00a0<\/span>\u00a0<\/span><\/p>\n

Funds\u00a0also will\u00a0support research by 51ÁÔÆæ and the Medical College\u00a0of Wisconsin\u00a0to understand what keeps many homeowners from making energy upgrades.<\/span>\u00a0<\/span><\/p>\n

\u201cOur goal is to understand the barriers homeowners face and to generate evidence that can shape stronger, more accessible programs,\u201d said Lynne Woehrle, 51ÁÔÆæ School of Nursing associate professor.<\/span>\u00a0<\/span><\/p>\n

In this phase of the program,\u00a0up to\u00a010\u00a0homes\u00a0will\u00a0participate\u00a0in\u00a0real\u2011time indoor air\u2011quality monitoring by the Medical College\u00a0of Wisconsin\u00a0using sensors\u00a0that\u00a0measure\u00a0particulate matter, volatile organic compound, carbon dioxide,<\/span>\u00a0<\/span>temperature\u00a0and humidity.<\/span>\u00a0<\/span><\/p>\n

\u201cThis project grew out of community concerns about housing costs and health,\u201d said Erin Lee, assistant professor\u00a0in the department\u00a0of Family & Community Medicine at the Medical College\u00a0of Wisconsin. \u201cThe data from air quality monitoring will be compared with household utility usage to build a deeper understanding of residential energy burdens and indoor environmental health.\u201d<\/span>\u00a0<\/span><\/p>\n

Help along the way<\/span><\/b>\u00a0<\/span><\/h2>\n

Homeowners will receive information on\u00a0weatherization, energy efficiency\u00a0and\u00a0other housing improvement programs and financing\u00a0resources, and the resilience\u00a0ambassador\u00a0at the Sherman Park Community Association will guide them along the way \u2013 from intake to assessment to making decisions about next steps.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cOur neighbors want healthier, more efficient homes,\u201d said Mabel Lamb, executive director of the Sherman Park Community Association. \u201cThis program helps us walk alongside\u00a0homeowners\u00a0so they don\u2019t have to figure it out alone.\u201d<\/span>\u00a0<\/span><\/p>\n

For homeowners, the project offers a pathway to safer,\u00a0healthier\u00a0and more affordable homes. For the city, it stands as a model of how neighborhood organizations, government\u00a0agencies\u00a0and universities can come together to advance equity and resilience. And for the partners in the President\u2019s and Chancellor\u2019s Challenge, it\u00a0demonstrates\u00a0the power of community\u2011engaged research to create meaningful impact across Milwaukee.<\/span>\u00a0<\/span><\/p>\n

The program is recruiting participants and beginning assessments in March.
