Researchers say this pattern of black male incarceration tracks historical lines of racial and class segregation in the city.<\/p>\n<p><a href=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/HRCRCover-1-tat7ot.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-12557\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/HRCRCover-1-tat7ot-194x300.jpg\" alt=\"HRCRCover-1\" width=\"194\" height=\"300\" srcset=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/HRCRCover-1-tat7ot-194x300.jpg 194w, https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/HRCRCover-1-tat7ot.jpg 388w\" sizes=\"auto, (max-width: 194px) 100vw, 194px\" \/><\/a>Now a team of 51ÁÔÆæ scholars is focusing on the ways in which this mass incarceration contributes to health inequities.<\/p>\n<p>Their project, \u201cTransforming Justice: Rethinking the Politics of Security, Mass Incarceration, and Community Health,\u201d is funded by one of two 2014-15 Transdisciplinary Challenge grants through the Center for 21<sup>st<\/sup> Century Studies (C21).<\/p>\n<p>\u201cWe want to look at that issue from a public health perspective\u2026how mass incarceration is disrupting families and social ties within the neighborhoods,\u201d says Jenna Loyd, assistant professor of public health policy and administration in the Joseph J. Zilber School of Public Health. \u201cWe want to look at the geography and history. How is mass incarceration in Milwaukee tied to racism? What are the different impacts on men and women?\u201d<\/p>\n<figure id=\"attachment_12558\" aria-describedby=\"caption-attachment-12558\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/JennaLoyd-o58oty-1vkgmwf.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-12558\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/JennaLoyd-o58oty-1vkgmwf.jpg\" alt=\"Henna Loyd\" width=\"200\" height=\"300\" \/><\/a><figcaption id=\"caption-attachment-12558\" class=\"wp-caption-text\">Jenna Loyd<\/figcaption><\/figure>\n<p>Other members of the interdisciplinary team include Lorraine Halinka Malcoe, associate professor of epidemiology in the Zilber School; Robert S. Smith, associate professor of history; Anne Bonds, assistant professor of geography; and Jenny Plevin, program director of doc|51ÁÔÆæ in the Peck School of the Arts.<\/p>\n<p>Loyd has already explored the impact of history, geography and politics on public health in her new book, \u201c<a href=\"https:\/\/www.upress.umn.edu\/book-division\/books\/health-rights-are-civil-rights?\">Health Rights are Civil Rights: Peace and Justice Activism in Los Angeles, 1963-1978.<\/a>\u201d The book traces how peace and social justice activists \u2013 particularly within the Black Freedom Movement, Women\u2019s Movement, Welfare Rights and peace movements \u2013 worked to create accessible health care and healthier living conditions in Los Angeles.<\/p>\n<p>One of the things that this history helps us think about, says Loyd, is how the demands of the Civil Rights Movement for economic justice, including jobs creation and an adequate income for all, remain unmet and were undermined nationwide through an embrace of law-and-order politics.<\/p>\n<figure id=\"attachment_12560\" aria-describedby=\"caption-attachment-12560\" style=\"width: 200px\" class=\"wp-caption alignright\"><a href=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/lorrainehalinkaMalcoe-1v9m6p5-ygyqv3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-12560\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/06\/lorrainehalinkaMalcoe-1v9m6p5-ygyqv3.jpg\" alt=\"Lorraine Halinka Malcoe\" width=\"200\" height=\"300\" \/><\/a><figcaption id=\"caption-attachment-12560\" class=\"wp-caption-text\">Lorraine Halinka Malcoe<\/figcaption><\/figure>\n<p>The C21 transdisciplinary project Loyd and Malcoe are working on will bring together academics and people who have experienced incarceration to pose new and different questions on mass incarceration and prevention in public health.<\/p>\n<p>\u201cThe idea of this type of community-based participatory action research,\u201d says Malcoe, \u201cis not to assume academics have all the answers.\u201d<\/p>\n<p>The research team, including 51ÁÔÆæ graduate students, will plan a series of workshops, working with community members to facilitate conversations about how incarceration affects mental health, exacerbates problems of historic inequity and segregation, and adds to a climate of violence and ongoing trauma. Individual community members will use digital video to document their own experiences, and help with making a collaboratively edited documentary.<\/p>\n<p>This type of community-engaged public health research is key for shaping shared solutions, according to Magda Peck, founding dean of the Zilber School of Public Health. Researchers like Loyd, Malcoe and their colleagues explore more than individual behavior as a determinant of health. They\u2019re studying the socioeconomic processes and policies shaping where people live and work, and the impact they have on their health and well-being.<\/p>\n<p>The Transforming Justice project will use these insights from public health to focus on mass incarceration as a health harm, according to Malcoe and Loyd.<\/p>\n<p>\u201cCreating health justice will mean shifting explanations for mass incarceration away from so-called \u2018problem neighborhoods\u2019 and onto local, state, and federal policies. It will also mean grappling with and transforming histories of racism and geographies of segregation. Our project aims to transform research and conversations on criminal justice to foreground social justice,\u201d says Malcoe<i>.\u00a0\u00a0 <\/i><\/p>\n<p>\u201cWe want our students to understand all the different ways they can think about economic or social issues, and see them through a public health lens,\u201d adds Loyd.<\/p>\n<p>Three new master\u2019s degree tracks in public health that start this fall \u2013 epidemiology, biostatistics and public health policy and administration \u2013 are designed to prepare public health leaders to look at the social and structural determinants of health and approaches to overcoming inequities.<\/p>\n<p>\u201cWith projects like the study of the impact of mass incarceration on public health,\u201d says Loyd, \u201cwe are trying to shift the conversation, create possibilities for policy shift.\u201d<\/p>\n<p>Both Loyd and Malcoe will be teaching courses that are part of those tracks.
