  {"id":12217,"date":"2014-05-21T01:50:59","date_gmt":"2014-05-21T06:50:59","guid":{"rendered":"https:\/\/uwm.edu\/news\/?p=12217"},"modified":"2015-11-12T08:01:38","modified_gmt":"2015-11-12T14:01:38","slug":"uwm-strategizes-climate-change-policy-for-the-great-lakes","status":"publish","type":"post","link":"https:\/\/uwm.edu\/news\/uwm-strategizes-climate-change-policy-for-the-great-lakes\/","title":{"rendered":"51ÁÔÆæ strategizes climate change policy for the Great Lakes"},"content":{"rendered":"<figure id=\"attachment_12225\" aria-describedby=\"caption-attachment-12225\" style=\"width: 600px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/05\/water_policy_j-26xj378.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-12225\" src=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/05\/water_policy_j-26xj378.jpg\" alt=\"water_policy_j\" width=\"600\" height=\"291\" srcset=\"https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/05\/water_policy_j-26xj378.jpg 600w, https:\/\/uwm.edu\/news\/wp-content\/uploads\/sites\/41\/2014\/05\/water_policy_j-26xj378-300x146.jpg 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><figcaption id=\"caption-attachment-12225\" class=\"wp-caption-text\">Director of 51ÁÔÆæ&#8217;s Center for Water Policy Jenny Kehl points to a need for a &#8220;proactive policy conversation&#8221; to address the wide-ranging ramifications of climate change .<\/figcaption><\/figure>\n<p style=\"text-align: center\">When water policy scholar Jenny Kehl learned last fall that millions in federal grants designed to protect the Great Lakes were threatened, she was surprised to learn why.<\/p>\n<p>Funding behind the Great Lakes Restoration Initiative (GLRI) represent a federal investment in addressing what the lakes are most vulnerable to: environmental stressors and consumption patterns.<\/p>\n<p>While many of the funded projects are making progress toward their restoration goals, others have not been able to integrate the anticipated impacts of climate change.<\/p>\n<p>These, according to a report by the U.S. Government Accountability Office (GAO), are at a high risk for failing without taking climate change into account.<\/p>\n<p>As director of the Center for Water Policy at the University of Wisconsin-Milwaukee (51ÁÔÆæ), Kehl convened a group of nationally renowned experts from the Great Lakes region in April to develop the first comprehensive strategy to incorporate the impact of climate change in Great Lakes policy.<\/p>\n<p>The goal of the 51ÁÔÆæ assembly, held at the Johnson Foundation at Wingspread in Racine, was to leverage the university\u2019s research capacity on Great Lakes issues through its unique School of Freshwater Sciences to advise the U.S. Environmental Protection Agency (EPA) in order to ensure GLRI\u2019s long-term success.<\/p>\n<p>The EPA, administrator of the GLRI grants, meets June 5-7 to begin discussions on improving the effectiveness of the 2015-19 GLRI action plan. The GLRI is the largest investment in the Great Lakes in two decades. A task force of 11 federal agencies developed the 2010-14 action plan.<\/p>\n<p>\u201cThis effort kick-starts the proactive policy conversation to address a complex challenge,\u201d says Kehl. \u201cClimate change impacts everything from the tap water we drink to the price we pay for electricity to what kind of Great Lakes our children and grandchildren will inherit. It jeopardizes the political and economic stability of the region.\u201d<\/p>\n<p>The 51ÁÔÆæ-led group will present its recommendations to the Great Lakes Executive Committee, which includes representatives from both the U.S. and Canada, next month. The group also has been invited to present to the EPA Science Advisory Board and the EPA Advisory Board on Great Lakes Issues.<\/p>\n<p><strong>Science informs policy<\/strong><\/p>\n<p>A 2012 storm in Duluth, Minn., illustrates how climate impacts can ruin projects designed to protect the Great Lakes.<\/p>\n<p>Flash flooding in Duluth not only caused nearly $100 million in property damage, it also led to harmful algal blooms in Lake Superior, says Cameron Davis, senior adviser to the EPA Administrator on the Great Lakes Restoration Initiative.<\/p>\n<p>\u201cThat is a place where we never would have thought we had to worry about [algal blooms],\u201d he says.<\/p>\n<p>Such rapid growth of algae can release toxins into and deplete oxygen from the water, threatening aquatic life and the health of humans who eat fish or swim in the lake. Agricultural waste is a leading cause of algal blooms, but flash flooding can have the same effect by increasing storm runoff into the lakes.<\/p>\n<p>Davis welcomed the scientific and policy focus on adapting to predicted effects of climate change in the Great Lakes. \u201cOur goal is not just about resiliency,\u201d he says. \u201cI think we have to think longer term.\u201d<\/p>\n<p><strong>Recommendations<\/strong><\/p>\n<p>The scientists convened by the Center for Water Policy addressed this issue in two ways. First they identified the range of climate change impacts on restoration and management within six focus areas \u2013 near-shore health and non-point pollution; invasive species; toxic substances; \u00a0habitat and wildlife protection; agricultural water use; and energy and water use.<\/p>\n<p>Six policy briefs outline these threats, such as:<\/p>\n<ul>\n<li>wild variation in lake levels because of weather, and more intense storms<\/li>\n<li>dwindling of water resources that are currently taken for granted<\/li>\n<li>expanded ranges for invasive species that can alter the aquatic food chain<\/li>\n<li>accelerated transport of contaminants in the lakes<\/li>\n<li>mounting energy consumption with water-reliant coal-generated power<\/li>\n<li>agricultural demand for water is expected to grow along with a longer growing season<\/li>\n<\/ul>\n<p>Next the group developed policy-based strategies to integrate climate change impacts into future restoration projects in these focus areas. Collectively these strategies amount to a GLRI resource handbook. Some of the many recommendations include:<\/p>\n<ul>\n<li>adopting a numerical watershed-based approach to pollution control<\/li>\n<li>involving farmers in nutrient and land-use policy formulation<\/li>\n<li>expanding the region\u2019s renewable energy portfolio<\/li>\n<li>galvanizing diverse constituencies of the Great Lakes environment<\/li>\n<li>calculating the \u201cvirtual water\u201d that goes in to producing foodstuffs and goods<\/li>\n<li>aligning Farm Bill incentives with local stewardship priorities<\/li>\n<li>accounting for the true cost of
