{"id":106,"date":"2016-07-06T13:29:47","date_gmt":"2016-07-06T18:29:47","guid":{"rendered":"https:\/\/uwm.edu\/environmental-protection\/?page_id=106"},"modified":"2025-07-29T11:01:44","modified_gmt":"2025-07-29T16:01:44","slug":"spill-prevention-control-and-countermeasures","status":"publish","type":"page","link":"https:\/\/uwm.edu\/environmental-protection\/spill-prevention-control-and-countermeasures\/","title":{"rendered":"Spill Prevention Control and Countermeasures"},"content":{"rendered":"<p>The Department of University Safety and Assurances maintains an inventory of aboveground storage tanks (ASTs), underground storage tanks (USTs),\u00a0and\u00a0other\u00a0drum\u00a0storage\u00a0at 51ÁÔÆæ.\u00a0 A spill plan is required because 51ÁÔÆæ meets the criteria outlined in the\u00a0Spill Prevention Control and Countermeasure (SPCC) regulation.\u00a0\u00a0A\u00a0review and evaluation of the\u00a0Spill\u00a0Plan\u00a0is required at least once every five years. The goal of the SPCC regulations is to prevent the discharge of oil into navigable waterways by implementing release prevention measures and to formulate action plans for oil spill response in compliance with 40 CFR 112.5.<\/p>\n<h3>Questions and Answers Regarding 51ÁÔÆæ&#8217;s Spill Prevention Plan:<\/h3>\n<p style=\"padding-left: 30px\"><strong>How is oil defined in this plan?<\/strong><\/p>\n<ul>\n<li>The SPCC program addresses all oil products at 51ÁÔÆæ, including diesel fuel, used oil, vegetable oil, lubricants and solvents.<\/li>\n<\/ul>\n<p style=\"padding-left: 30px\"><strong>What does the plan cover?<\/strong><\/p>\n<ul>\n<li>Areas where there is a potential for an oil release<\/li>\n<li>Identified receptors (areas to protect such as floor drains, storm drains, etc.)<\/li>\n<li>Spill controls in place<\/li>\n<li>Countermeasures to be used to react to releases<\/li>\n<\/ul>\n<p style=\"padding-left: 30px\"><strong>What do we have to do?<\/strong><\/p>\n<ul>\n<li>Document and report spills, and corrective actions<\/li>\n<li>Conduct inspections and document them<\/li>\n<li>Maintain security and have spill response kits available<\/li>\n<li>Train personnel<\/li>\n<li>Keep all records<\/li>\n<\/ul>\n<p style=\"padding-left: 30px\"><strong>Who has to be trained?<\/strong><\/p>\n<ul>\n<li>University Police and Security Officers<\/li>\n<li>Environmental\u00a0Protection Staff<\/li>\n<li>Elevator Constructors<\/li>\n<li>Designated Food Service Employees at Student Union and Residence Halls<\/li>\n<li>PPS Maintenance Mechanics<\/li>\n<li>Auxiliary Services Maintenance Mechanics<\/li>\n<li>Building Chairs for Lapham, EMS, Chemistry, University Services Building,<\/li>\n<li>Student Union, Sandburg Residence Halls, WATER Institute and the 51ÁÔÆæ<\/li>\n<li>Field Station<\/li>\n<\/ul>\n<p style=\"padding-left: 30px\"><strong>What training is needed?<\/strong><\/p>\n<ul>\n<li>How to do formal inspections of tanks and containers for equipment integrity<\/li>\n<li>How to report spills<\/li>\n<\/ul>\n<p style=\"padding-left: 30px\"><strong>What&#8217;s included in this plan?<\/strong><\/p>\n<ul>\n<li>Aboveground oil storage in containers with volumes of 55-gallons or greater.
