{"id":100,"date":"2022-03-28T15:24:28","date_gmt":"2022-03-28T20:24:28","guid":{"rendered":"https:\/\/uwm.edu\/cie\/?page_id=100"},"modified":"2026-04-07T15:53:14","modified_gmt":"2026-04-07T20:53:14","slug":"development","status":"publish","type":"page","link":"https:\/\/uwm.edu\/cie\/partner\/international-partnership-agreements\/development\/","title":{"rendered":"Developing International Partnerships"},"content":{"rendered":"\n<div class=\"uwm-l-row\">\n<div class=\"uwm-l-col\">\n<p class=\"lead-in\">Although there are different types of partnership agreements, all are developed through a multi-step process.<\/p>\n\n\n\n<ol class=\"uwm-c-list--sequence\">\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Considering an Agreement<\/h2>\n<p>Partnership agreements usually develop out of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Collaboration between faculty at 51ÁÔÆæ and the potential partner;<\/li>\n\n\n\n<li>Requests from 51ÁÔÆæ\u2019s existing partners for new forms of collaboration;<\/li>\n\n\n\n<li>Requests from institutions visiting 51ÁÔÆæ or visited by 51ÁÔÆæ personnel;<\/li>\n\n\n\n<li>Unsolicited correspondence to 51ÁÔÆæ from institutions interested in partnerships.<\/li>\n<\/ul>\n\n\n\n<p>Discussions about potential agreements should first consider whether or not an agreement is needed. For instance, formal agreements are not required for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Exploratory conversations about possible collaborative activities;<\/li>\n\n\n\n<li>Many types of collaborative research, faculty exchange, and cooperative teaching and curriculum development.<\/li>\n<\/ul>\n\n\n\n<p>Key considerations in determining whether an agreement is needed include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Resource commitments: collaboration that involves formal, ongoing commitment of resources requires an agreement.<\/li>\n\n\n\n<li>Student mobility: generally, collaboration that sends and\/or receives students requires an agreement.<\/li>\n\n\n\n<li>Faculty engagement: collaboration that goes beyond an individual faculty member to involve a program, department, school\/college, or the 51ÁÔÆæ campus,&nbsp;<em>may<\/em>&nbsp;require an agreement.<\/li>\n\n\n\n<li>Grants: funding organizations&nbsp;<em>may<\/em>&nbsp;require formal documentation of collaboration, such as an through agreement (most often this is coordinated through the&nbsp;<a href=\"https:\/\/uwm.edu\/officeofresearch\/osp\/\">Office of Sponsored Programs<\/a>&nbsp;and thus does not follow the inter-institutional partnership agreements process).<\/li>\n<\/ul>\n\n\n\n<p>When considering an agreement, it is important to understand the potential partner\u2019s expectations, motivations and institutional requirements, which may differ from 51ÁÔÆæ\u2019s, while at the same time retaining a commitment to 51ÁÔÆæ\u2019s own interests.<\/p>\n\n\n\n<p>If it is determined that a formal agreement is indeed appropriate, the agreement\u2019s form should be chosen based on consideration of possible&nbsp;<a href=\"https:\/\/uwm.edu\/cie\/partner\/international-partnership-agreements\/types\/\">types of partnership agreements<\/a>.<\/p>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Agreement Development<\/h2>\n<p>After the general&nbsp;<a href=\"https:\/\/uwm.edu\/cie\/partner\/international-partnership-agreements\/types\/\">type of agreement<\/a>&nbsp;is determined, the agreement is circulated between 51ÁÔÆæ and its partner to develop basic language and provisions.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The initial version of the agreement may be supplied by 51ÁÔÆæ or the partner, but the use of the partner\u2019s template may increase the length of the development and review process.<\/li>\n\n\n\n<li>CIE coordinates agreement circulation on behalf of 51ÁÔÆæ, involving the Office of Legal Affairs, and the sponsoring unit and faculty or staff member as needed.<\/li>\n\n\n\n<li>Due to the respective needs, policies and understandings of the two institutional parties, the development stage can take many weeks or even months.<\/li>\n<\/ul>\n\n\n\n<p class=\"uwm-c-link--external\">*&nbsp;<em>As per&nbsp;<\/em><a href=\"https:\/\/uwm.edu\/policy\/library\/agreements-with-non-us-institutions\/\" target=\"_blank\" rel=\"noreferrer noopener\">51ÁÔÆæ Policy SAAP 4-1<\/a><em>, provided they use the template that has been approved by the Office of Legal Affairs and the Overseas Programs and Partnerships (OPP) Advisory Committee, MOIs do not require further campus review prior to signing.<\/em><\/p>\n<\/div><\/li>\n\n\n\n<li><div class=\"uwm-c-list--content-wrap\"><h2>Formal Review &amp; Approval<\/h2>\n<p>Agreements move through each institution\u2019s review and approval process.
