Center for Water Policy Director, Professor, and Lynde B. Uihlein Endowed Chair Melissa Scanlan appears in an in-depth data center piece with a short video released by the Milwaukee Journal Sentinel. The piece explores the reasons for–and impacts of–the uptick in the AI-data center industry in Wisconsin, while the video clip from their February 2026 town hall event discusses myths about closed-loop data centers. Professor Scanlan explains in the article that the electricity demands of closed-loop systems still have a significant water and energy footprint.

Center for Water Policy Director, Professor, and Lynde B. Uihlein Endowed Chair Melissa Scanlan appeared in a Grist article titled “The Great Lakes are ideal for wind energy. So where is it?” In the piece, Professor Scanlan discusses the untapped potential of this energy source.

Unlike the East Coast, where the federal government controls the seabed, Great Lakes states have jurisdiction and therefore more control over their lakebeds. While Great Lakes wind projects still require federal oversight, proponents view state-level control as a vital workaround to shifting federal policies and executive challenges. “If it’s done correctly and we’re able to harness even a fraction of that potential, we could offset a lot of electricity demand,” Scanlan said.

Water Policy Specialist and Sea Grant UW Water Science-Policy Fellow Emilie Washer was featured in a “Circle of Blue” article discussing the Center’s newest AI-Data Center Legislative Model.

As noted in our model and in the Circle of Blue piece, the Great Lakesregionhas seen an increase in data center construction, but there is little reliable information on the environmental footprint of these projects. The Center for Water Policy publisheda legislativemodeldesigned to help state and local governments strengthen disclosure, assess cumulative impacts, andestablishefficiency and public engagement requirements for data centers. “Our new legislative model offers policy options and customizable language to help communities promote transparency and protect the public interest,” says Washer.
